Lead Service Replacement Plan
On January 1, 2022, the Lead Service Line Replacement and Notification Act (415 ILCS 5/17.12) was signed into law in Illinois. Per the Illinois' statute, all water system owners — including the Village of Flossmoor — must develop a comprehensive plan for replacing these lines. Replacement of lead water services is required to begin by 2027.
Lead Service Line Inventory
In accordance with the Lead Service Line Replacement and Notification Act, the Village of Flossmoor is required to publish an inventory of water service materials on the distribution system. Lead Service Line Replacement Plan
The Act required that Flossmoor submit an initial plan regarding the replacement of all the lead service lines in the Village. The plan — similar to the inventory — must be updated and resubmitted to the Illinois Environmental Protection Agency (EPA) on April 15 of each year. Residents whose homes have lead water service lines — as well as those who have galvanized steel pipes — will be contacted via U.S. mail. An additional number of residents (less than 300) will be contacted and informed that the Village is still determining which types of pipes are at their home. The Village performs regular testing for lead in water service throughout the distribution system, as required by the Illinois Environmental Protection Agency (IEPA). No lead contaminant level violations were recorded during the last Water Quality test. The results are posted within the Village’s Annual Water Quality report, which can be viewed here.
The Village controls the pH and alkalinity of the water leaving its water-treatment plants so that water stable and noncorrosive. However, a resident’s level of risk for lead exposure depends on the amount of lead present in their plumbing and the length of time that their water is exposed to that lead-containing plumbing. Replacing lead-containing piping and fixtures is the best long-term approach to reducing your exposure to lead in drinking water.
Additional steps you can take to minimize your exposure to lead in drinking water, include:
- Running the Tap Before Use — Lead levels are likely at their highest when water has been sitting in a lead pipe for several hours. Flush this water from your pipes by running the cold water for at least 5 minutes before using. This allows you to draw fresh water from the Village’s water main.
- Cleaning Aerators — Aerators are small screens at the tips of faucets. They can accumulate small particles of lead. Remove aerators at least monthly and clean them out.
- Using Cold Water for Cooking & Drinking — Always cook, drink, and prepare baby formula with cold water from the tap. Lead dissolves more easily into hot water. Boiling of water will not remove lead.
- Filtering Your Water — Many home water filters are effective at removing lead. If you purchase a filter, make sure it is certified to NSF/ANSI 53 and NSF/ANSI 42 for lead removal and that you maintain it properly.
- Sampling Your Water — Test your water for lead. If test results indicate a lead level above 15 ug/L, bottled water should be used by pregnant women, breast-feeding women, young children, and formula-fed infants.
- Removing Sources of Lead — Replacing your lead water service line and purchasing lead-free faucets and plumbing fixtures is the best way to reduce lead exposure from drinking water.
